If they were determined to do means testing the limit should've been much higher. At least $500K/individual maybe...$1M/joint. You could at least argue at that amount in last year or two people should have some sort of cash liquidity saved up.

Absolute no way for those geniuses to implement cost of living factors into it though, would've been a nightmare.
